Born in 1812. A samurai of the Mito Domain in Hitachi. Studied under Fujita Yukoku and others. Edited the "Dai Nihonshi" at Shokokan, and became president in 1856. After Perry's arrival, he wrote "New Strategies for Maritime Defense" and stressed the threat of Western countries and the importance of maritime defense. Died on January 21, 1861, at the age of 60.
