Italian military officer. Major General. Born in Caserta. From his experience in World War I, in which he participated as division chief of staff, he realized that future wars would involve dominating the war space that expanded into the sky, and he was one of the first to emphasize the importance of strategic bombing, which would later characterize 20th century wars. His theory of the omnipotence of air power and the absoluteness of strategic bombing not only involved making the most of aircraft maneuverability to destroy enemy military bases and munitions factories, but also included the image of total warfare, completely destroying the enemy's political and economic centers and crushing the morale of the people. However, he believed that the army and navy would be rendered powerless if air superiority was taken over, so that an exclusively defensive defense would be sufficient for his own forces. This theory had a major impact on the air force warfare theories of various countries.
