…NGOs are international organizations with two main characteristics: first, they are not bound by the national interests pursued by national governments, and second, they promote the movement of free association across borders. The latter characteristic is divided into non-profit non-governmental organizations (INGOs) and profit-making non-governmental organizations (BINGOs) depending on whether their purpose is profit-making or not. The former condition of not being bound by national interests was particularly set out by the United Nations Economic and Social Council Resolution 288 (paragraph 10) of February 1950. …
