Localism in local fishing grounds - Chisakigyojojimotoshigi

Japanese: 地先漁場地元主義 - ちさきぎょじょうじもとしゅぎ

The idea was to allow local villages to use and monopolise the fishing grounds in front of their borders. The degree of dependence on fishing varied widely among coastal villages, ranging from fishing villages that were almost entirely dependent on fishing to purely rural villages that were not dependent on fishing at all. Such differences were likely formed by natural and market conditions, but they were institutionally fixed when the villages were incorporated into the feudal domain system. However, with the rapid development of fishing production from the mid-Edo period onwards in line with the development of the commodity economy, the gap between the previously fixed relationships and the actual relationships widened.

地先の漁場はその地元の村に占有利用させようという考え方。沿岸各村の漁業に対する依存度は多種多様で，ほとんど漁業のみに依存する専漁村からまったく漁業に依存しない純農村までいろいろあった。そのような差異は自然条件，市場条件などによって形成されたものであろうが，それは幕藩体制に組み入れられることによって制度的に固定化された。ところが商品経済の発展に伴う江戸時代中期以降の漁業生産の急速な発達過程で，さきに固定化された関係と現実の関係との間にギャップが増大した。
