From about 355 BC he was in charge of finances, skillfully overseeing state expenditures and enabling the state to increase revenues without raising taxes. Under his leadership, the efficiency of the fleet was improved and docks and forts were restored. He adopted a policy of peace and, over the objections of Demosthenes, negotiated the Peace of Philocrates with Philip II of Macedonia in 346 BC.
