Taro Tachisaku

A scholar of international law. Born in Tokyo. Graduated from the Department of Political Science, Faculty of Law, Tokyo Imperial University in 1897 (Meiji 30). Studied in England, Germany, and France to study diplomatic history in 1900 (Meiji 33). Returning to Japan in 1904, he became a professor at Tokyo Imperial University, teaching diplomatic history and then international law. In 1915, he received his doctorate in law, and in 1920 (Taisho 9), he became a member of the Japan Academy. He also attended the London Conference on the Law of Naval Warfare in 1914, the Paris Peace Conference in 1914, the Washington Conference in 1922, and the Hague Conference on the Compilation of the International Code in 1930 (Showa 5). He retired from the university in 1934 and became a professor emeritus at the same university. During this time, he lectured on international law for 30 years, and even after his retirement, he wrote many research books. He was the founder of orthodox international law in Japan, and built up his own careful and thorough research on the foundations of Hall and Oppenheim's research, establishing an empirical international law theory. He was a scholar who devoted his life to scholarship, and wrote a great many books and articles on international law and diplomatic history, including his major works "International Law in Peacetime" (1930) and "International Law in Wartime" (1931).

国際法学者。東京生まれ。1897年（明治30）東京帝国大学法科大学政治学科卒業。1900年（明治33）外交史研究のためイギリス、ドイツ、フランスに留学、04年帰国後東京帝国大学教授となり、外交史、のち国際法を担当。05年法学博士、20年（大正9）日本学士院会員となる。また、09年ロンドン海戦法規会議、19年パリ講和会議、22年ワシントン会議、30年（昭和5）ハーグ国際法典編纂(へんさん)会議に出席。34年に定年退官し同大学名誉教授となる。この間30年にわたり国際法を講義、退官後も多くの研究書を著した。日本におけるオーソドックスな国際法学の創始者で、ホールやオッペンハイムの研究の基礎のうえに、独自の丹念で綿密な研究を積み重ね、実証的国際法学を樹立した。学問一筋に生きた学者で、国際法と外交史に関する著書、論文がきわめて多く、主著には『平時国際法論』（1930）、『戦時国際法論』（1931）などがある。
