Prasad, and developed the Congress Party into the largest mass nationalist organization by securing the support of Indian national capital, including the Birla business. At the same time, however, as seen in the Bhardwaj Resolution (1922) and the Gandhi-Irwin Pact (1931), he absolutized the principle of ahimsa (non-violence), which was his ideology, and sometimes ordered the cessation of mass movements that developed beyond his or the Congress Party leadership's expectations, thus hindering the advancement of the mass anti-imperialist struggle as a whole.
