By scattering a large amount of it in the air, enemy radar is masked by its own reflected radio waves and cannot see the target. The second method is called deception jamming, in which radio waves are received from the enemy's electronic communication device, which is then modulated to create a pseudo signal and re-transmitted, causing confusion for the enemy as the pseudo information is mixed in.
