A military commander from the end of the Heian period to the beginning of the Kamakura period. A resident of Kai Province (Yamanashi Prefecture). Son of Minamoto no Kiyomitsu of the Kai Genji clan. In 1180 (Jisho 4), he raised an army in response to an order from Emperor Mochihito. After subjugating the remnants of the Taira clan in Shinano Province, he marched into Suruga Province at the request of Minamoto no Yoritomo. In the Battle of Fujigawa, he launched a night attack and routed the Taira forces. Immediately after this, Yoritomo appointed him as the guardian of Suruga Province. However, Yoritomo was wary of the power of the Kai Genji clan, and in 1181 (Yowa 1), he questioned Nobuyoshi about whether he had any intention of rebellion, and in 1184 (Genryaku 1), he killed Nobuyoshi's legitimate son, Ichijo Tadayori. At this time, Nobuyoshi also incurred Yoritomo's wrath, and he ended his life in despair.
