Continued Labor Money - Zokurousen
"Ro" refers to seniority, specifically the number of years of service, and "Zoku" refers to continuity, and the money paid to continue the work. In the provisions of the ancient Japanese Ritsuryo Code, civil servants were evaluated for their performance after a period of service of 6 to 12 years depending on their type, and they were promoted or demoted in rank according to the results, and transferred to an official position corresponding to that rank. In other words, shortly after the Taiho Code was enacted, those who did not hold ranks below the 7th class of the Order of Merit were allowed to join the military corps, and those who were dismissed from their posts as governors or clerks of county governors for legitimate reasons were allowed to continue their work by working at the provincial office. As the number of eligible people increased, it became acceptable to pay money instead of working, and although it was temporarily abolished, by the early Heian period, it was common to be appointed to an official position entirely by "Zokurosen."
