A Spanish governor (in office 1778-87) who brought about groundbreaking economic development in the Philippines in the second half of the 18th century. He was a naval officer from Granada. Manila, the capital of the Spanish colony of the Philippines, was occupied by Britain from 1762-64 as a result of pressure from the Seven Years' War in Europe, which made the Spanish government keenly aware of the military and economic weakness of its rule over the Philippines. Various reforms were subsequently considered, but the economic policies implemented by Governor Basco were the most successful. In 1782, he implemented a system of forced tobacco cultivation and monopoly (which continued until 1881).

18世紀後半フィリピンで画期的な経済開発を行ったスペイン総督(在任1778‐87)。グラナダ出身の海軍軍人であった。スペイン植民地フィリピンの主都マニラは，ヨーロッパで起きた七年戦争の側圧をうけて1762‐64年の間イギリスに占領され，スペイン政府にフィリピン統治の軍事的･経済的脆弱さを痛感させた。以後さまざまな改革が検討されたが，総督バスコが実施した経済政策は最も大きな成果を挙げた。彼は82年にタバコの強制栽培･専売制度を実施した(1881年まで継続)。
