A village in Kamikita District, eastern Shimokita Peninsula, Aomori Prefecture. It is long and narrow from north to south, with the northern part occupying the eastern slope of the Shimokita Hills, and the central and southern parts of the village being home to many lakes and marshes, including Lake Ogawara, Obuchi Numa, and Takahoko Numa. It is one of the prefecture's leading dairy farming areas. It is the base of the Mutsu Ogawara Development Project, which began in earnest in 1971, and an oil storage facility began operation in 1983. In 1984, the Federation of Electric Power Companies of Japan proposed to Aomori Prefecture and the village to set up three nuclear fuel cycle facilities, which began operation in 1992. Facilities related to the nuclear fuel cycle business include the High Level Radioactive Waste Storage Management Center, the Uranium Enrichment Plant, the Low Level Radioactive Waste Burial Center, and the Reprocessing Plant. There is also the Japan Nuclear Fuel Promotion Center. Mutsu Ogawara Port is designated as an important port. The Shimokita Peninsula Longitudinal Road is currently under construction (partially opened in 2004).
