This is a compilation of administrative examples in response to the Daqing Huidian, which outlined the administrative principles of the Qing Dynasty. If any problems arose in implementing the Huidian, the emperor's approval was sought again, and these were to be followed thereafter. These are compiled into the Huidian Rules and Huidian Cases, but in addition to these, several types have been compiled multiple times for each department and court, totaling several hundred. For example, the House of Representatives Rules was compiled 15 times between the first compilation in Qianlong 41 (1776) and Tongzhi 13 (1874). Other representative rules include the Ministry of Personnel Rules, the Ministry of Rites Rules, the Ministry of Works Rules, and the Ministry of Administration and Fanyuan Rules.

中国，清の行政上の大綱を示した『大清会典』に対して，行政上の実例を集めて編纂したもの。会典の施行にあたり問題が生じると，あらためて皇帝の決裁を受け，以後はこれに従うこととした。その集大成したものが会典則例，会典事例であるが，それ以外に各部院ごとに数種類が何回も編纂され，その数は数百種類に達するという。たとえば『戸部則例』は，乾隆 41 (1776) 年に初めて編纂されてから，同治 13 (1874) 年の間に 15回の編纂が行われている。このほか『吏部則例』『礼部則例』『工部則例』『理藩院則例』などが代表的な則例である。
