Although they existed before the Edo period, they became more common during the formation of early modern villages through the division of villages into villages. There were certain water use practices between and within villages, and these practices were often violated during droughts, sometimes resulting in violence. Resolution was often sought through litigation, but feudal lords encouraged settlement through mediation.
