COMISCO; Committee of the International Socialist Conference
Abbreviation for the Committee of the International Socialist Congress. An international liaison organization of social democratic parties established in 1947 under the initiative of the British Labour Party. Its headquarters are in London. In 1946, representatives of socialist parties from 19 countries gathered in Clacton, England, at the initiative of the British Labour Party, and established the Socialist Information Bureau. This was the predecessor of COMISCO, which exchanged information on socialism, but when Cominform was formed in 1947, COMISCO was formed to counter communism. Theoretically, it was a branch of the Second International, which placed emphasis on strengthening the mass labor movement and socialist parties. It was anti-capitalist, but at the same time, it aimed to democratically establish a socialist society through parliamentary politics, and clearly distinguished itself from communism. Reflecting its nature, in 1948 it expelled the Italian Socialist Party from the committee for its pro-communist stance. At its 8th Congress in July 1951, it announced the so-called Frankfurt Declaration, entitled "The Aims and Tasks of Democratic Socialism," and dissolved into the Socialist International. Its current platform is the "Declaration of Principles of the Socialist International" (Stockholm Declaration), adopted at its 18th Congress in June 1989. The Socialist International takes a non-Marxist-Leninist, democratic socialist stance, and in Japan the Social Democratic Party is a member.

国際社会主義者会議委員会の略称。 1947年イギリス労働党の主導のもとに成立した社会民主主義政党の国際連絡機関。本部はロンドン。 46年イギリスのクラクトンでイギリス労働党の主唱により,19ヵ国の社会主義政党の代表が集り,社会主義情報局を設置した。これがコミスコの前身で,社会主義に関する情報の交換を行なっていたが,47年コミンフォルムが結成されると,共産主義に対抗するため,コミスコが結成された。理論的には大衆的労働運動と社会主義政党の強化を重視する第2インターナショナルの系列に位置する。反資本主義であると同時に,議会政治を通じて社会主義社会を民主的に樹立することを目指し,共産主義とは明確な一線を画した。その体質を反映して 48年には容共路線を理由としてイタリア社会党を委員会から除名している。 51年7月の第8回大会で「民主的社会主義の目的と任務」と題したいわゆるフランクフルト宣言を発表し,社会主義インターナショナルへと発展的に解消した。現在の綱領は 1989年6月の第 18回大会で採択された「社会主義インターナショナルの原則に関する宣言」 (ストックホルム宣言) で,社会主義インターは非マルクス・レーニン主義という民主社会主義の立場をとっており,日本では社会民主党が加盟している。
