...Politics revolved around the conflict between the two major parties, the Conservative Party, which emphasized order, and the Liberal Party, which respected freedom, over issues such as the electoral system, the power of the president, and freedom of religion, education, and speech. From the end of the 19th century, small-scale industrial capital emerged, and the labor movement, centered on miners, grew. In 1920, a coalition between part of the ruling class and capitalists was formed, triggered by the slump in agricultural exports and the decline of the saltpeter industry due to the emergence of synthetic nitrogen fertilizer, and the A. Alessandri government was born with the support of the working class. This government was weak, but thanks to compromises made by the ruling class, it implemented progressive policies such as the separation of church and state and the three labor laws, introducing a new trend into politics. ...
