...Orders in the narrow sense of the term as a concept in administrative law refer to orders that are administrative actions, that is, "actions in which an administrative agency issues orders to the people in a specific case," and have the nature of "administrative actions" as defined in administrative law. Examples include building renovation orders under the Fire Service Act (orders to act), tax notices (orders to pay), orders to undergo health checkups (orders to tolerate), and orders to suspend business (orders to not act, i.e. prohibitions). In principle, administrative agencies need a basis in law or ordinance to be able to issue orders.
