Around April of that year, Liberal Party members Muramatsu Aizo, Kawasumi Tokuji, and Yagi Shigeharu from Tahara, Aichi Prefecture, intended to establish a constitutional government and planned a secret publication to awaken people's hearts. They contacted Sakurai Heikichi and others from the Aikoku Seiri-sha in Iida, and in August, with the cooperation of the Liberal Party headquarters, they asked Ueki Shimori to draft a draft.
