A bill of exchange is created by the issuer, stating the requirements necessary for issuance. The items written in the bill directly form the content of the issuance, but at the same time they also form the content of subsequent bill actions. When creating a basic bill, the issuer must write the legally required items on the security and sign it (Bills of Exchange Law 1, 75). This is called the bill requirements. A basic bill may be written on any paper by law, but it is generally written by filling in the blanks on a uniform bill paper issued by a bank. When creating a basic bill, the issuer often writes various items in addition to the bill requirements. These items include items that are effective (beneficial items), items that have no special effect (unbeneficial items), and items that invalidate the bill itself (harmful items).

振出人が振出しに必要な要件を記載して作成した手形。その記載事項は,直接には振出しの内容をなすが,同時に爾後の手形行為の内容ともなる。基本手形を作成する場合には,振出人が証券上に法定の事項を記載し,これに署名しなければならない (手形法1,75) 。これを手形要件という。基本手形は,法律上いかなる用紙を用いてもよいが,一般には,銀行の交付する統一手形用紙の空白を埋めて作成される。基本手形の作成にあたって,振出人は手形要件のほかに各種の事項を記載することが多い。これらの事項には,その記載が効力を生じるもの (有益的記載事項) ,特別の効力が認められないもの (無益的記載事項) ,その記載が手形自体を無効にするもの (有害的記載事項) とがある。
