The basic system of governance consisted of the Northern Privy Council and the Northern Offices, which were in charge of military affairs and civil affairs for the nomads, and the Southern Privy Council and the Southern Offices, which were in charge of civil affairs for the farmers. The Northern Privy Council was responsible for the privileged Khitan people, as well as other nomadic tribes such as the Xi, Shiwei, Wugu, and Zhili, which initially maintained their tribal groups but were gradually organized into a centralized system.
