…He submitted this information to the British scientific journal Nature, which was published in its October 28, 1980 issue. This prompted another pioneer, William Hershel (1833-1917), to publish his fingerprint research in the same journal a month later, in its November 25 issue. In 1858, while he was in charge of civil affairs in the Bengal region of India, he had pension recipients take their fingerprints to identify them, successfully preventing double payments, and in 1877 he even advised the British government on the importance of fingerprints for personal identification. …
