Mexican educator, writer, historian, and liberal reformer. He served as Minister of Education under the P. Díaz administration, and devoted himself to the spread of education and the reconstruction and modernization of the University of Mexico. He is the author of many works, including La evolución política del pueblo mexicano (The Political Development of the Mexican People) (1900-02).
