During the Kan'ei era (1624-44), the shogunate magistrate Kozai Yugumo, with the cooperation of Sakai merchant Kijiya Shoemon, developed new fields in the wilderness that stretched eastward from the area around Emperor Nintoku's tomb in Otori County, Izumi Province. The area was originally named Mozushinden, but came to be called Yugumokai after the developer.
