In 1913, in an incident caused by subordinates of Zhang Xun, the leader of the Second Chinese Revolution, hard-line voices against China were growing, and he conspired with his friend Miyamoto Chiyokichi to assassinate Abe Shutaro, Director-General of the Political Affairs Bureau of the Ministry of Foreign Affairs.
