Tokujiro Kanamori - Kanamori Tokujiro

Constitutional scholar and politician. Graduated from the Faculty of Law, Tokyo Imperial University in 1912 (Meiji 45). He succeeded Kunio Yanagita in working at the Legislative Bureau, and in 1934 (Showa 9) became Director-General of the Legislative Bureau in the Okada Keisuke Cabinet, but the following year he was attacked by right-wingers for being a proponent of the Emperor as an organ of the state, and resigned in 1936. After World War II in 1946, he served as Minister of State in charge of deliberations on the new Constitution in the first Yoshida Shigeru Cabinet, and is famous for describing the Emperor under the new Constitution as a "symbol of longing" for the people. In 1948, he became the first Director-General of the National Diet Library, a position he held until 1959.

憲法学者、政治家。1912年（明治45）東京帝国大学法科大学卒業。柳田国男(やなぎたくにお)の後を受けて法制局に勤務し、1934年（昭和9）岡田啓介(けいすけ)内閣の法制局長官となるが、翌年天皇機関説論者であるとして右翼に攻撃され、1936年辞任した。第二次世界大戦後の1946年第一次吉田茂内閣の新憲法審議担当の国務大臣として活躍、新憲法下の天皇を国民の「あこがれの象徴」であると説明したことは有名。1948年国立国会図書館初代館長に就任、1959年まで在任した。
