Constitutional scholar and politician. Graduated from the Faculty of Law, Tokyo Imperial University in 1912 (Meiji 45). He succeeded Kunio Yanagita in working at the Legislative Bureau, and in 1934 (Showa 9) became Director-General of the Legislative Bureau in the Okada Keisuke Cabinet, but the following year he was attacked by right-wingers for being a proponent of the Emperor as an organ of the state, and resigned in 1936. After World War II in 1946, he served as Minister of State in charge of deliberations on the new Constitution in the first Yoshida Shigeru Cabinet, and is famous for describing the Emperor under the new Constitution as a "symbol of longing" for the people. In 1948, he became the first Director-General of the National Diet Library, a position he held until 1959.
