Fisheries Finance

Japanese: 水産金融 - すいさんきんゆう

This refers to the lending and borrowing of funds and the giving and receiving of credit to the fishing industry, and is also called fishing finance. Small producers are not normally compatible with the normal financial base, but this is especially true in the fishing industry, which is strongly affected by natural conditions, and for this reason special financial measures are taken for fishermen and small and medium-sized capital. This includes cooperative system finance (also simply called system finance) and the complementary institutional finance (see the section on policy finance). At the top of the former is the Norinchukin Bank (Norinchukin), and at the top of the latter is the Agriculture, Forestry and Fisheries Finance Corporation (Norinchukin), while general financial institutions respond to large capital.

水産業に対する資金の貸借，信用の授受をさし，漁業金融ともいう。小生産者は本来，通常の金融ベースになじまないが，自然条件の影響を強くうける漁業ではとくにそうであり，このため漁家，中小資本に対しては特別の金融措置が講じられている。これには組合系統金融(単に系統金融ともいう)とそれを補完する制度金融(〈政策金融〉の項参照)とがある。前者の頂点に立つのが農林中央金庫(農林中金)，後者のそれが農林漁業金融公庫(農林公庫)であり，大手資本には一般金融機関が応ずる。
