According to the Law for Special Measures for Promoting the Management Reconstruction of Japan's National Railways (promulgated in 1980), local lines are those that JNR considers to be incapable of self-sustaining even with its own management efforts (modernization, rationalization, etc.) and where it is difficult to demonstrate the characteristics of railways. These lines are deemed to have passenger density (average number of passengers per day per operating kilometer) of less than 8,000 people, and there were 175 local lines nationwide, totaling about 10,000 km. JNR was to select local lines and receive approval from the Minister of Transport. In addition, local lines other than those with a passenger density of less than 4,000 people and where it is difficult to convert to bus transport are called "specified local lines," and councils were to be held in accordance with the provisions of the law to convert to bus transport or rail transport by third sector companies, etc. Source: Heibonsha World Encyclopedia, 2nd Edition Information |
日本国有鉄道経営再建促進特別措置法(1980公布)によれば,国鉄がみずからの経営努力(近代化・合理化など)を行っても自立経営が不可能であり,鉄道特性を発揮しがたいとしている線区のことで,旅客輸送密度(営業キロ1km当りの1日平均旅客輸送人員)が8000人未満の線区がこれにあたるとされ,全国で175線区,約1万kmあった。地方交通線は国鉄が選定し,運輸大臣の承認を受けることになっていた。また,地方交通線のうち旅客輸送密度4000人未満でバス輸送への転換が困難である線区以外の線区を特定地方交通線と呼び,法律の規定に従って協議会を開催してバス輸送または第三セクター等による鉄道輸送へ転換することになった。
