Born: July 29, 1889, Apenrade, North Schleswig-Holland Died September 29, 1953. West German politician from Berlin. Graduated from the University of Munich. In 1913, he joined the Social Democratic Party and began his political career, but was conscripted in 1915 and taken prisoner by the Russian army the following year. After the Russian Revolution, he organized the Prisoners of War Soviet. He returned to Germany in 1918 and joined the Communist Party, but rejoined the Social Democratic Party in 1922. He became mayor of Magdeburg in 1931 and a member of the German parliament in 1932. He was arrested by the Nazis in 1933 and fled to Britain in 1935. During World War II, he served as an advisor to the Turkish Ministry of Transport and a professor at Ankara University from 1939 to 1945. After the war, he returned to Germany and was elected mayor of Berlin in 1947, but was not recognized by the Soviet Union. He cooperated with the Allied forces during the Berlin Blockade, and became the first mayor of West Berlin in December 1948.
