A treaty signed by the United States, Great Britain, Japan, and France at the Washington Conference on December 13, 1921. It stipulated that if a dispute arose between two of the signatories over issues related to interests in the Pacific region, all of the signatories would consult with each other. It also stated that the signatories would respect each other's rights. This created a framework for consultation between the three great powers, the United States, Great Britain, and Japan, whose interests were likely to clash in the Pacific region. Although the wording was vague and the treaty was not binding, the important significance of this treaty was that it abolished the Anglo-Japanese Alliance, which had maintained the balance of power in East Asia since 1902.
