4H Club - 4H Club

A name for a rural youth club. It is a group activity developed by agricultural extension workers as part of the agricultural and lifestyle improvement and extension project launched in 1948 (Showa 23) based on the Agricultural Improvement Promotion Law. Modeled after the American 4H Club, 4H stands for Head, Hand, Heart, and Health of young people, and aims to improve them. In the United States, it was actively promoted as an extension service for extracurricular education programs at state agricultural colleges (or state university agricultural departments) in cooperation with the Department of Agriculture. In Japan, in response to the rapid development of clubs, the Japan 4H Association, a private support organization, was established in 1951. The National Rural Youth Club Liaison Council (1955) was also established as a liaison and consultation body for these rural youth clubs, which later became the National 4H Club Liaison Council (1962), and was further renamed the National Agricultural Youth Club Liaison Council (1973), and continues to this day. The activities were remarkable, including group learning to support agricultural, forestry, and fishing professions, and establishing new human relationships in the local community. However, membership continued to decline due to a sharp decline in the number of rural youth during the period of high economic growth, a dramatic increase in the number of students going on to high school, and other changes in circumstances. However, activities continue to this day, adhering to the aforementioned 4H philosophy. Therefore, the name 4H club remains. The Japan 4H Association was dissolved in 1978, entrusting its duties to the National Rural Youth Education Promotion Association.

農村青少年クラブの一つの名称。農業改良助長法に基づき、1948年(昭和23)発足した農業・生活改良普及事業の一環として、農業改良普及員たちによって育成されることになったグループ活動。アメリカの4Hクラブに範をとり、4Hとは青少年のHead(頭脳)・Hand(技能)・Heart(心情)・Health(健康)を表し、その向上を図るものであった。アメリカでは農務省と協力する州立農科大学(または州立大学農学部)の校外教育事業extention serviceの面から積極的に進められた。日本でもクラブの急速な発展に呼応し、51年民間支持団体の日本4H協会が設立された。また、これら農村の青少年クラブの連絡協議体として全国農村青少年クラブ連絡協議会(1955)が発足、その後、全国4Hクラブ連絡協議会(1962)となり、さらに全国農業青年クラブ連絡協議会(1973)と改称、現在に至る。活動は、農林・漁業の職能の裏づけになるグループ学習とか、地域社会の新しい人間関係樹立を図るとか、目覚ましいものがあった。しかし、高度経済成長下での農村青少年の激減、高等学校進学者数の著増その他の情勢変動により会員は減少する一方だったが、前出の4Hの理念を堅持しながら、活動はいまなお続いている。したがって4Hクラブの呼称は存続している。なお、日本4H協会は、78年、その任務を社団法人全国農村青少年教育振興会に託し解散した。
