4.17 Strike - 4.17 Strike
A half-day unified strike by the Public Workers' Union was planned for April 17, 1964, but was cancelled. In the spring offensive of 1964, Sohyo and other parties aimed to achieve a large wage increase under the banner of "wages on par with Europe," but the Public Workers' Union planned an unprecedented half-day unified strike on April 17, which would have targeted all trains on the main lines of the Japanese National Railways. However, on April 8, the Japanese Communist Party announced that "this strike is a provocation and runs the risk of destroying the unity between workers and all democratic forces" (April 8 Statement), and all the Public Workers' Unions launched full-scale opposition to the strike, causing great confusion in the strike system.

1964年4月17日に実施が計画されたが,中止にいたった公労協の半日統一ストライキ。64年春闘で総評などは〈ヨーロッパ並みの賃金〉をかかげて高額の賃上げの実現をめざしたが,そのなかで公労協は4月17日に,国鉄幹線の全列車を対象とするなど,当時としては空前の半日統一ストを計画した。しかし4月8日になって,日本共産党は〈このストは挑発であり労働者と全民主勢力との統一を破壊する危険性がある〉と発表し(四・八声明),公労協各労組のなかでスト反対活動を全面展開したため,スト体制は大きく混乱した。
