Prior to this, the issue of reforming the international monetary system, which had been in a state of flux, had been raised, and a 20-nation committee was established for this purpose at the IMF General Assembly in 1972. The final report was published in June 1974, which called for the SDR to be made the central reserve asset to replace the dollar, with its value assessed according to a basket method (the dollar would not be the key currency, but would be equivalent to other currencies), and for the time being, while the goal of establishing a stable and adjustable exchange rate system would not be abandoned, guidelines for floating exchange rates would be established.
