Year of death: December 2, 1879 Year of birth: 1826 A scholar of Japanese classics and legal historian in the late Edo and early Meiji periods. Commonly known as Hozo and pen name Getsusha. Born in Edo as the son of Tsukagoshi Takaaki. He studied waka poetry under the female poet Yokoyama Keishi, and was adopted by her, taking the surname Yokoyama. Later he studied waka poetry under Inoue Fumio, and Japanese classics under Homma Yusei and Ino Akinori. He was knowledgeable about national historical texts, and excelled in ancient ritsuryo codes. He served as a professor at the Wagakaku Kodansho, and after the Meiji Restoration he was invited by the new government to become an editor of the official newsletter for the System Bureau. He was also knowledgeable about Dutch studies, and used his knowledge of the legal systems of both the east and west to work hard to improve Japan's modern legal system. In 1855, he became a junior secretary in the Senate, and worked with Kurokawa Masayori and others to compile the "Imperial Succession Chapter," "Criminal Law Chapter," and "Family Registration Chapter" of the "Kyuten Ruisan." In his later years he lectured on the history of ancient Japanese legal systems at Tokyo Imperial University.
