Manga artist. Born in Kochi City. Graduated from Joto Junior High School. After failing the entrance exam for Tokyo School of Fine Arts twice, he became an apprentice to Motoyama Hakuun, a sculptor from his hometown who was a senior to him. During that time, he submitted manga to magazines such as Mangaman, and Hakuun encouraged him to become a manga artist, so he entered the school of Tsutsumi Kanzo. He eventually became acquainted with Kondo Hidezo and Sugiura Yukio, who were students of Okamoto Ippei, and in 1932 (Showa 7), he formed the "New Manga Group" with Kondo and Sugiura. The group became mainstream in the manga world by selling nonsense manga to various newspapers and magazines in the media. In January 1936, he serialized "Edokko Ken-chan" in the Asahi Shimbun. Due to the popularity of the supporting character Fuku-chan, the series began as "Adopted Son Fuku-chan" in October of the same year, and a Fuku-chan boom occurred, so much so that it was made into a movie starring Nakamura Meiko. This work had a great influence on Hasegawa Machiko when she was just starting out. After the Second World War, she produced works such as "Densuke" (Mainichi Shimbun) and "Hyakubaka" (Manga Sunday), and "Fuku-chan" was serialized in the Mainichi Shimbun from 1956 to 1971. Around 1955, she established "Otogi Productions" and produced animated films. She also held many solo exhibitions of her caricature oil paintings. In 1994, she was awarded the Person of Cultural Merit. His younger brother, Yokoyama Taizo (1917-2007), was also known for his comic series Pusan (Mainichi Shimbun, Weekly Shincho) and Social Play Commentary, which ran in the Asahi Shimbun from 1954, and was one of the reformers of postwar manga.
