He was Dokyo's younger brother. During the Fujiwara no Nakamaro Rebellion in 764, he was promoted from Junior Eighth Rank to Junior Fourth Rank, and in the second year of Tenpyo Jingo, he became a councilor. He later became Dainagon and Dazai no Sochi, and Junior Second Rank. After Emperor Shoutoku died and his brother Dokyo was overthrown, he was exiled to Tosa (Kochi Prefecture) with his sons Hirokata, Hirota, and Hirotsu. He was born in Kawachi (Osaka Prefecture).
