The Japan-Russia Protocol on the Korean Problem was signed on June 9, 1896, in Moscow between Ambassador Plenipotentiary Yamagata Aritomo and Foreign Minister AB Lobanov. It consisted of four public clauses and two secret clauses, and included agreements on the two governments agreeing to provide economic assistance to Korea if necessary, that Japan would manage the telegraph line between Busan and Seoul, which it currently occupies, and that Russia would reserve the right to erect a telegraph line between Seoul and the border, that the areas of military deployment would be determined if the two countries agreed to dispatch troops, and the number of troops stationed on each side. This confirmed the Komura-Weber Agreement of May 14 of the same year, and showed that Japan had no choice but to cooperate with Russia on the Korean problem. At almost the same time as this agreement, Lobanov had also made secret agreements with Li Hongzhang of the Qing Dynasty and Park Younghwan of Korea. 1896年6月9日,モスクワにおいて山県有朋全権大使と A.B.ロバノフ外相との間で調印された,朝鮮問題に関する日露議定書。公開4条項と秘密2条項から成り,両国政府は必要な場合,合意をもって朝鮮に経済援助を与えること,日本は現に占領する釜山~京城間の電信線を管理し,ロシアは京城~国境間の電信線を架設する権利を留保すること,両国が合意をもって軍隊を派遣するときは用兵地域を確定すること,両国の駐屯兵員数などが協定された。これは同年5月 14日の小村=ウェーバー協定を確認するもので,日本が朝鮮問題に関してロシアと協調せざるをえなかったことを示している。ロバノフはこの協定とほぼ同時に,清国の李鴻章,朝鮮の朴泳煥とそれぞれ密約を結んでいた。 (→露清同盟密約 )
