Mosse - Albert Mosse

German jurist. He studied at the University of Berlin and was influenced by Gneist. During his term as a judge at the Berlin City Court, he became an advisor to the Japanese Embassy in Germany. When Hirobumi Ito and others went to Europe to research the constitution, he lectured on the Prussian Constitution together with Gneist to Ito and others from 1882 to 1883. The records of these lectures were compiled by Miyoji Ito, who accompanied him, under the title "Notes on the Lectures of Motsuse." In 1886 (Meiji 19), he came to Japan as a legal advisor to the Meiji government, and not only did he and Roessler hold many discussions regarding the establishment of the constitution (Constitution of the Empire of Japan), but he also contributed particularly to the creation of the local government system. The city and town system enacted and promulgated in April 1888 was based on his proposal, which was modeled on the German local government system. He returned to Japan in 1890 and served as a judge at the Königsberg High Court, among other positions.

ドイツの法律家。ベルリン大学に学び、グナイストの影響を受けた。ベルリン市裁判所判事在任中、在ドイツ日本公使館の顧問となった。伊藤博文(いとうひろぶみ)らが憲法調査に渡欧した際、グナイストとともに伊藤らに1882年から翌1883年にかけてプロイセン憲法の講義を行った。その記録は同行した伊東巳代治(いとうみよじ)によって『莫設(モツセ)氏講義筆記』と題してまとめられた。1886年(明治19)明治政府の法律顧問として来日し、ロエスレルとともに憲法(大日本帝国憲法)制定に関し多くの討議をしたばかりでなく、とくに地方制度の創設に寄与した。1888年4月制定公布された市制・町村制は、ドイツの地方制度を範とした彼の案に基づくものであった。1890年帰国し、ケーニヒスベルク高等裁判所判事などを務めた。
