The Nordic Council was established in 1953 to unify the policies of the five Nordic countries (Denmark, Finland, Iceland, Norway, and Sweden), and Finland joined in 1956. It is composed of representatives of parliaments from each country, including the autonomous territories (Greenland, the Faroe Islands, and the Åland Islands), and representatives of each government participate as observers. It meets twice a year to make recommendations on policy issues that span more than two countries. It adopts a unanimous decision system, and although its decisions are not binding, it has a strong influence on the governments of the participating countries, and 60% of its recommendations have been implemented, and it has achieved a track record of integration in the areas of a common Nordic labor market, common legal systems, social policies, transportation and communications, and cultural policies. Since the five Nordic countries have different security policies, they have avoided military and diplomatic fields and have been successful in the areas of so-called law politics, but as the integration of the European Union (EU) progresses and the accession of the Nordic countries to the EU is on the agenda, the Nordic Council is also seeking a new direction. 北欧5ヵ国 (デンマーク,フィンランド,アイスランド,ノルウェー,スウェーデン) の政策の統一を目指す評議機関で,1953年に発足,56年にフィンランドが加わった。自治領 (グリーンランド,フェロー諸島,オーランド諸島) を含む各国の国会議員代表によって構成され,オブザーバーとして各国政府代表が参加,年2回の総会で,2ヵ国以上にまたがる政策上の問題について勧告を行う。全会一致方式をとり,その決定は強制力をもたないが参加国政府に対する影響力は強く,勧告の6割は実現し,北欧共同労働市場をはじめ共通の法制度や社会政策,交通・通信,文化政策の分野で統合の実績をあげてきた。北欧5ヵ国は安全保障政策を異にするため軍事,外交分野は避け,いわゆるロウ・ポリティクスの諸分野で成功を収めてきたものの,欧州連合 EUの統合が進み,北欧諸国の欧州連合 EU加盟が日程に上ることによって北欧会議も新たな方向を模索しつつある。
