1878‐1958 Soviet politician. Born into a working-class family, he became a member of the Bolshevik parliament in 1912. After the October Revolution of 1917, he became the Soviet government's People's Commissar for Internal Affairs, and from 1919 served as chairman of the Central Executive Committee of the Ukrainian Republic for 20 years. He was subsequently stripped of his position, and survived as deputy director of the Museum of the Revolution in Moscow. His two sons were victims of the Great Purge.
