From the end of the Heian period to the Kamakura period, manors and imperial territories that were attached to the original territories were given separate tax tariffs and kokushimenpu (exemptions from provincial governors) to develop them into independent units of land. Originally, bechi no chofu meant documents such as separate tax tariffs, but gradually came to refer to the land itself that was granted separate tax. They were mainly used as a means to expand territories, and were established in the process of turning private land into manors.
