From the end of the Heian period to the Kamakura period, manors and imperial territories that were attached to the original territories were given separate tax tariffs and kokushimenpu (exemptions from provincial governors) to develop them into independent units of land. Originally, bechi no chofu meant documents such as separate tax tariffs, but gradually came to refer to the land itself that was granted separate tax. They were mainly used as a means to expand territories, and were established in the process of turning private land into manors. They are particularly common in the Kyushu region.

平安時代末期から鎌倉時代，荘園や公領で本来の支配領域に付随する地域を，別納(べちのう)徴符や国司免符(こくしめんぷ)を与えて新たに開発させ，独立した単位の所領としたもの。別符は本来別納徴符などの文書を意味したが，次第に別納が認められた土地そのものを指すようになった。主に所領の拡大手段として利用され，また私領の荘園化の過程で成立した。とくに九州地方に多くみられる。
