Belgian socialist. Born in Ostend. In the mid-19th century, the rise in the number of factory workers in Belgium, the economic crisis, and the influence of the February Revolution in France led to active political and social movements aimed at the liberation of the working class. In 1858, Pep joined political groups such as "Flemish Forward" and "Solidarity," and together with his comrades, he founded the "People's Party" (1860), the "Brabant Socialist Party" (1877), and the "Belgian Labour Party" (1885). He also cooperated with newspapers such as "The People," "The Workers," and "The Voice of the Workers," and devoted himself to spreading socialist ideas and leading the socialist movement.

ベルギーの社会主義者。オーステンデ生れ。19世紀中葉のベルギーでは工場労働者の増加，経済危機，フランスの二月革命の影響などにより，労働者階級の解放をめざす政治的･社会的運動が活発になった。ペップは1858年〈フランドル人前進せよ〉〈連帯〉などの政治団体に加わり，さらに同志とともに〈人民党〉(1860)，〈ブラバント社会党〉(1877)，〈ベルギー労働党〉(1885)を結成した。また《人民》《労働者》《労働者の声》などの新聞に協力し，社会主義思想の普及と社会主義運動の指導に尽くした。
