Chugoku belongs to the Saikaido (Engishiki). Like Osumi Province, it was separated from Hyuga Province, and together they were called the Three Provinces of Southern Kyushu and Oshu. In the Nihon Shoki, the entry for July 653, 4th year of the Hakuchi era, it appears as "Satsuma no Magari Takeshima no Ma." In the Shoku Nihongi, the entry for August 702, 2nd year of the Taiho era, it says that they conquered Satsuma and Tane, inspected the houses, and placed officials. In the October entry, the governor of Hayahito reports that fences were erected in the country's strongholds and troops were stationed. The explanation states that Hayahito Province is the present-day Satsuma provincial capital. From these facts, it is believed that Satsuma Province was separated from Hyuga Province and established around this time.

　西海道に属する中国(《延喜式》)。大隅国と同じく日向国より分出し，合わせて南九州の三国，奥三州などと呼ばれた。《日本書紀》白雉4年(653)7月条に〈薩麻之曲竹島之間〉とみえ，《続日本紀》大宝2年(702)8月条に薩摩･多褹（たね）を征討し，戸を校（かんが）え吏を置く，10月条に唱更（はやひと）国司の言上で国内の要害に柵を建て兵を置くとあり，その説明に唱更国とは今の薩摩国府なりとあることから，このころ薩摩国は日向国より分出設置されたと思われる。…
