A representative figure of the ancient powerful Heguri clan. The Nihon Shoki states that he held the position of "Oomi" (Minister) from the reign of Emperor Yuryaku to the reign of Emperor Buretsu. The Heguri clan was a powerful clan whose headquarters was near Heguri-go, Heguri County, Yamato Province (present-day Heguri Town, Ikoma County, Nara Prefecture). In the section on Emperor Kōgen in the Kojiki, we see Heguri Tsuku (Kokuto) Sukune, the son of Takeuchi no Sukune, and the Nihon Shoki states that he is the ancestor of the Heguri clan. According to the Nihon Shoki, Kokuto no Sukune was born on the same day as Emperor Nintoku (whose name was O-suzume or O-sasagi), and there is a legend that he was named after a bird that flew into the birthing house. This gives us an idea of ​​the power of the Heguri clan in the imperial court. Heguri no Madori is said to have succeeded Bokuto no Sukune, who is said to have been in charge of state affairs during the Richu reign, and was in charge of national affairs as a minister after the reign of Yuryaku. He was killed by Otomo no Kanamura for his arbitrary decisions during the reign of Buretsu. The Nihon Shoki states that when Madori was dying, he cursed the salt of the sea, so the emperor could only eat salt from Tsuruga, which Madori had forgotten to curse. The Kojiki does not mention Madori at all, and the Nihon Shoki only includes the story of Shibi, Madori's son. Many of the articles are legendary, such as the names of birds and fish, such as Bokuto, Madori, and Maguro, and are not based on historical fact, so their existence is questionable. However, there is no doubt that he was a powerful clan leader in the Yamato government, as evidenced by the use of kabane for the character "omi."

古代豪族平群氏の代表的人物。『日本書紀』には、雄略朝から武烈朝まで「大臣(おおおみ)」を連任したとある。平群氏は、大和国平群郡平群郷(現、奈良県生駒郡平群町)付近に本拠地があった有力豪族。『古事記』孝元天皇段に武内宿禰(たけしうちのすくね)の子、平群都久(木兎)(つく)宿禰が見え、『日本書紀』はこれを平群氏の始祖とする。木兎宿禰は、『日本書紀』に仁徳天皇(名は大雀・大鷦鷯(おおささぎ))と同日に生まれ、産屋に飛び込んだ鳥の名を交換して名づけたという伝説がある。平群氏の朝廷における実力を窺わせる。平群真鳥は、履中朝に国事を執ったとする木兎宿禰の後をうけて、雄略朝以降、大臣として国政にあたったとあり、武烈朝での専断を咎められ、大伴金村(おおとものかなむら)により殺されたとある。『日本書紀』は、真鳥が死にあたって、海の塩を呪ったので、天皇は真鳥が呪い忘れた敦賀(つるが)の塩のみしか食することができなくなったとする。『古事記』は、真鳥のことは全く載せず、『日本書紀』に真鳥の子とする鮪(しび)の物語のみを載せている。木兎・真鳥・鮪など、人名に鳥や魚の名を採用するなど、伝説的な記事が多く、史実に基づいた記録ではなく、実在性も疑われる。ただ、「臣」をカバネとするなど、大和政権において有力な豪族であったことは、間違いないところであろう。
