Important Industries Control Act
This law was enacted with the aim of strongly promoting the formation of cartels in important industrial sectors during the global depression that began with the 1929 depression. It was promulgated on April 1, 1931, and took effect on August 11. It was enacted as a result of the agreement between the Ministry of Commerce and Industry's policy of promoting industrial rationalization and the interests of companies that wanted to limit competition and stop price declines through government intervention, but it did not aim to strengthen the market dominance of monopoly capital, but rather to allow companies to secure fair profits and achieve low and abundant supply. However, it included provisions for compulsory cartels and restrictions on cartel activities, which encouraged state intervention in the economic process, and was one of the factors behind the rise of giant corporations in the 1930s.

1929年恐慌に端を発する世界的不況のなかで重要産業部門におけるカルテル結成を強力に推進することを目的に制定された法律。 31年4月1日公布,8月 11日施行。産業合理化政策推進をになった商工省の方針と,政府の介入により競争を制限し価格低下に歯止めをかけようとする企業の利害が一致して成立したが,独占資本の市場支配力を強化しようとするものではなく,企業に適正利潤の確保を認め,低廉かつ豊富な供給を実現しようとするものであった。しかし強制カルテル規定やカルテル行為規制の規定を含み,国家の経済過程への介入を促す側面があり,1930年代の巨大企業の興隆の一要因ともなった。
