Fishing Ground Bidding System
Fishing grounds were decided by bidding, but there were two types of this. The first was a system in which, in the case of leasing fishing grounds, the rent and the lessee, i.e. the fishing business operator, were decided by competitive bidding. This was commonly seen in the Edo period and since the Meiji period when the holder of the right to occupy and use the fishing ground was not the fishing business operator, and is particularly known in the case of large fixed-net fishing grounds. The second type was seen as part of the fishing ground system in the early Meiji period. From 1875 (Meiji 8) through the 1910s, Iwate Prefecture adopted a system in which, when deciding the holder of the right to occupy and use major fishing grounds, which had a strong exclusive monopoly due to their fixed location, competitive bidding was held for the tax amount for the fishing ground, and the right to occupy and use the fishing ground was given to the successful bidder.

漁場を入札で決める制度であるが,これには二つの形態があった。第1は漁場賃貸の場合に,その賃貸料と借主すなわち漁業経営者が競争入札で決定される形態である。漁場占有利用権者が漁業経営者でない場合に,江戸時代でも,明治以降でもよくみられ,とくに大型定置網漁場などで広く知られている。第2は明治初年の漁場制度の一部にみられた形態である。岩手県では1875年(明治8)以降10年代にかけて,場所を固定する排他独占性の強い主要漁場の占有利用権者を決定するとき,その漁場の税額を競争入札させ,落札者にその漁場の占有利用権を与える制度を採用した。
