A Meiji-era agronomist who made a great contribution to research into the breeding and cultivation methods of vegetables, fruits, and flowers. The son of a samurai from the Tsuwano Domain (Tsuwano Town, Shimane Prefecture), he was adopted by Fukuba Misato of the same domain and later became Viscount. He studied at Gakunosha, which was founded by Tsuda Sen, and in 1886 went to Europe to study. After returning to Japan, he worked for the Imperial Household Ministry, and was mainly engaged in research at Shinjuku Gyoen National Garden. His works include "Vegetable Cultivation Methods" (1893). He developed the "Fukuba strawberry," which was once known as the finest strawberry variety. He also came up with an excellent new method of forcing vegetable cultivation in greenhouses and hotbeds. 明治時代の農学者。野菜,果実,花の品種改良と栽培方法の研究に功績を残す。津和野藩(島根県津和野町)の武士の子で,同藩の福羽美静の養子になり,のち子爵を継いだ。津田仙の設立した学農社で学び,明治19(1886)年ヨーロッパに留学。帰国後に宮内省に勤め,主に新宿御苑で研究に従事した。『蔬菜栽培法』(1893)などの著書がある。「福羽いちご」を育成し,これはかつてイチゴの最優良品種として知られていた。また温室および温床による野菜の促成栽培ですぐれた新方式をうちだした。晩年に宮中顧問官となる。<参考文献>『明治農書全集』6巻
