This is a decree on the education system enacted in March 1850 in France under the Second Republic. It was named after Frédéric Albert, Comte de Falloux (1811-86), who was the Minister of Education at the time. After the February Revolution, Carnot, the Minister of Education of the Provisional Government, submitted a bill on education to the Constituent Assembly, which set forth the principles of primary education being compulsory, secular, and free of charge, which alarmed local notables and clergymen who had previously had a strong influence over education management.
