A political party in the Taisho period. Founded in 1910 by the "three non-Seiyu factions" of the Constitutional Party, Mumeikai, and Matashinkai. The reform faction led by Masami Oishi and the non-reform faction led by Tsuyoshi Inukai came into conflict, and when Taro Katsura organized a new party in 1913, the reform faction ran after him, causing the party to split.
