Born: April 8, 1898 in Mie [Died] September 2, 1949. A leader of agricultural organizations in the Taisho and Showa periods, and an agricultural policy scholar. Graduated from the University of Tokyo (1923). Counselor of the Imperial Agricultural Association (36). Arrested for violating the Peace Preservation Law (43). After World War II, he became a member of the House of Councillors (47). He also served as chairman of the National Agricultural Mutual Aid Association, but was unable to adapt to the turbulent domestic and international situations and committed suicide. His books include An Introduction to Japanese Agriculture and A Theory of Japanese Agricultural Policy.
