An educational administrator in the Meiji period. A nurturer of the University of Tokyo from its infancy. Born to Hamao Kaheiji, a low-ranking samurai from Toyooka Domain in Tajima (Hyogo Prefecture), and his wife Yunoko, he studied at Keio Gijuku and the University South School in the early Meiji period. In 1872 he became an auditor at the South School, and in 1873 he studied at the U.S. Military Academy in Oakland, USA, where he learned about school administration on the job. He returned to Japan in 1874 and served as acting principal of Tokyo Kaisei School and assistant general manager of the three faculties of law, science and literature at the University of Tokyo. In 1903 he became president of the Imperial University, and in 1905 he became Minister of Education. He was well-liked for his gentle personality, and during the Tomizu Incident (1905) in which Tokyo Imperial University Law School professor Tomizu Hiroto argued that it was premature to make peace with Russia, and was suspended from his position by the then Katsura Cabinet, he was once again appointed president of Tokyo Imperial University and helped to quell the incident. During the Taisho era, he served as vice president of the Togu Academy for seven years, where he worked to educate the future Emperor Showa as a man of culture, and in 1924 he became President of the Privy Council.

明治の教育行政官。東大の揺籃期からの育成者。但馬(兵庫県)豊岡藩の下士浜尾嘉平治と妻ゆうの子に生まれた。明治初年,慶応義塾,大学南校などに学ぶ。明治5(1872)年南校舎中監事となり,6年米国オークランドの兵学校に留学,学校運営を実地に学ぶ。7年帰国し,東京開成学校長心得,東大法理文3学部綜理補を歴任。26年帝大総長,30年文部大臣となる。温厚な人柄ゆえ人望があり,東京帝大法科大教授戸水寛人が日露講和時期尚早論を展開し,時の桂内閣によって休職処分になった戸水事件(1905)の折は再び東京帝大総長に就任しこれを鎮めた。大正時代には東宮御学問所副総裁として7年間,後の昭和天皇の文化人としての教育に努め,大正13(1924)年には枢密院議長に就任した。
